Notice of Completion
The Ontario Clean Water Agency (OCWA) and the Town of Kingsville have completed the Class EA on the wastewater system upgrade. The public is encouraged to read the Environmental Study Report (ESR) and the associated technical memoranda, reports, and appendices. There will be a 30-day Public Review Period, starting March 16, 2026 and ending on April 16, 2026. Background
It is anticipated that the Town’s Wastewater Collection and Treatment System will see an increase in serviced population over a 25-year planning horizon to 2051.
The Town of Kingsville is carrying out a Municipal Class Environmental Assessment (Class EA) to expand or upgrade the Kingsville Wastewater Collection and Treatment System.
This Class EA will identify and evaluate alternative solutions and designs to expand and upgrade the wastewater system. Upgrades/expansions are required to meet future servicing needs in a sustainable manner. The evaluation of alternatives will consider environmental, social, technical and financial impacts and benefits to all stakeholders.
Study Area
The study area includes the Town of Kingsville, the Hamlet of Ruthven, and the Lakeshore Residential West settlement areas, which are currently serviced by the Lakeshore West Water Pollution Control Plant and the Kingsville Lagoons.

Council was provided with a project update in August 2025.
Administration identified four potential solutions.
- It was decided to proceed with the third option: to upgrade the plant and use the lagoons as storage
- This option was selected because it allowed us to reutilize the existing lagoons, making upgrades at the plant more cost efficient while providing a significant increase in treatment capacity
