Settlement Area Boundary Review
UPDATE AS OF JULY 7, 2026
In December 2025, Administration presented recommendations for the Local Settlement Area Review (LSAR). The December report to Council (which can be found on the documents panel) described the LSAR process, including the Public Information Centre that was held in April 2025, Provincial and County of Essex policies related to settlement area reviews, the call for expressions of interest from local landowners, the criteria used for evaluation and short-listing of expressions of interest; and recommended boundary adjustments including:
62.4 hectares of land in Kingsville West (west of the current Primary Settlement Area boundary and north of County Road 20);
38.6 hectares of land in Kingsville Southwest (east of the Primary Settlement Area and south of County Road 20); and
16.9 hectares of land in Kingsville East (east of the current Primary Settlement Area, west of Kratz Road and north of County Road 20)
The report also recommended further analysis be completed to support future Official Plan Amendments to support future expansion to the north of the existing settlement area boundary, and the initiation of an Employment Lands Strategy to identify new employment lands as provided for in the County OP. These will be completed at a later date.
Council approved the recommendations and directed Administration to prepare Official Plan Amendments (OPA) and Zoning By-law Amendments (ZBA) to adjust the Primary Settlement Area boundaries for presentation at a future Public Meeting of Council.
The Official Plan and Zoning By-Law Amendments and associated Schedules have now been posted for public notice under the Planning Act. The OPA and ZBA are designed to:
Adjust the Kingsville Primary Settlement Area and the Cottam Secondary Settlement Area to reflect the recommendations from the LSAR review and the County of Essex Official Plan
Introduce a new Future Urban Development designation and apply the designation to the adjusted lands
Revise Secondary Planning and Oil and Gas well policies, and
Extend the Main Street Gateway as a result of a lot line adjustment
Council will consider the proposed Official Plan and Zoning By-Law Amendments at its meeting on Monday, July 27, 2026. The Notice for the meeting provides information on how you can make a written or verbal presentation in support or in opposition of the proposed amendments. An administrative report recommending the amendments will be included in the July 27 Meeting Agenda.
