The Town of Kingsville has initiated a Settlement Area Boundary review to determine where and how to manage new residential and employment growth. The Review is Town-lead but builds on a Land Needs Assessment completed by the County of Essex for its new Official Plan that projected population growth across Essex County and associated residential and employment land needs (industrial and commercial).
Why are we doing this?
The Provincial Policy Statement (2024) requires that land be available for 25 years, with a 15-year supply designated for residential development and a three-year supply of zoned and serviced lands to accommodate growth.
The 2024 County Official Plan identified the need for settlement area boundary adjustments in Kingsville related to approximately 90 hectares of land in Cottam and Ruthven (Secondary Settlement Areas) to be reallocated (swapped with an equivalent amount of land) to Kingsville (Primary Settlement Area). We held a Public Information Meeting on April 7, 2025, to present background, current status and next steps in the process. See the presentation from the meeting.
We are now accepting official Expressions of Interestfrom landowners interested in having their lands considered. Lands will be evaluated based on Provincial and County policies to ensure:
Lands can be developed responsibly
Municipal services (water, sanitary, stormwater) are planned or available to support new growth areas
Negative impacts of the boundary adjustments are mitigated as much as possible
Residents can also use the open forum connected to this project page to recommend land we should consider, make comments and ask questions.
Administration will review landsidentified, and present recommendations to Council in a future public meeting.A future secondary plan for these lands will be undertaken to ensure stormwater, roads, parks and trails, land uses, and densities are planned and designed for the entire area rather than on an individual basis.
