At its April 28, 2025 meeting, Kingsville Town Council heard a presentation from Tourism Windsor Essex Pelee Island (TWEPI) requesting the Town implement a Municipal Accommodation Tax (MAT). TWEPI proposes that all towns/municipalities in Essex County do so to benefit from the revenue stream derived, which is used to supporting tourism infrastructure and marketing programs.
What is the MAT?
The Municipal Accommodation Tax is a 4-6% tax imposed on accommodation rentals for fewer than 30 days. The fee applies to stays at hotels, motels, motor hotels, lodges, inns, resorts, bed and breakfasts, or other lodging, including those sold online. Money collected from the MAT must be spent on activities that promote tourism.
What is the Purpose?
To support local tourism growth and development while providing municipalities with another source of revenue
To amplify existing tourism investments through marketing and product development
What are the Benefits?
Develops and sustains local tourism economics - economic resilience
Increases the return on investment (ROI) of local tourism offerings through diversified income
Revenue/seed funding for municipalities
Proposed Mechanics
TWEPI has proposed a regional shared collection service with the City of Windsor. The Town and TWEPI (as the designated tourism entity) would split the revenue 50/50 and use the funds to further Kingsville's tourism initiatives.
Administration will now prepare a report and bring recommendations back to Council.
What do you Think?
First, we would like to hear from the community to gauge support for this program. We are specifically looking for input from our tourism sector. Please take the time to review TWEPI's presentation to gain more insights on the proposed program. Note: Revenue totals are based on the number of listings within the region, which could include duplicates if people are listed on multiple websites or list their properties on the same website but in a different manner.
